TKeeper

TKeeper 把机器权限控制放到“签名/解密/轮换/导入等动作会造成什么后果”这一层，而不只做 API caller 权限。它在关键操作开始前检查 auth、permissions、key lifecycle、time policy、four-eye policy、authority policy、audit 与 integrity；quorum 模式支持 mono `1-of-1` 和 threshold `t-of-n`，后者不会重构私钥且可容忍最多 `t-1` 个 peer 泄露。
